On 2 March, 2021, the European Healthy Workplaces “Lighten the Load 2020-22" Campaign had its Kick-off in Germany in the scope of an online event. The event was held by
BAuA (Federal Institute for Occupational Safety and Health in Germany) and was supported by the “Musculoskeletal Strain Work Program” of the Joint German Occupational Safety and Health Strategy (GDA) at the DASA working world exhibition in Dortmund.
Musculoskeletal disorders are still a major problem across Europe in all industries and for all employees and can often be prevented by simple and inexpensive measures. That is why both the European campaign organized by the European Agency for Safety and Health at Work (EU-OSHA) and the GDA's work program want to sensitize small and very small businesses in particular to the prevention of musculoskeletal strain and provide them with appropriate guidelines for carrying out risk assessments. The highlight of the European campaign is the European competition for good practice. In Germany, companies can submit their application to the national focal point (BAuA).
The GDA's "Musculoskeletal Strain Work Program” will start at the end of 2021. As part of the work program, around 6,700 company visits will be carried out in small and very small businesses. The results of the advice and monitoring of the companies are to be fed back to the supervisory bodies.
More than 220 experts in occupational safety and health from a wide variety of areas took part in the Kick-off event and obtained information about the content, measures and goals of the European campaign and the GDA work program.
A number of very interesting presentations were held, ENETOSH was represented by Dr Ulrike Bollmann, who put a focus on "How to reach children and adolescents with the topic of musculoskeletal stresses?”
The event program and all presentations can be found on the website of the Focal Point BAuA (in German).

To this end, the Task Group has developed a short online questionnaire to analyze relevant content and methods of study programs. At this stage, the main challenge is to identify responsible academic leaders of such programs within universities, initially in Europe.
The Task Group would very much appreciate to be informed about good and innovative education and training programs (university, program, contact) in the following professional fields: (1) occupational safety, hygiene and ergonomics; (2) occupational medicine (in the medical curriculum and in specialist further training for occupational physicians); (3) human resource management (business and management schools). For some background information on the project please have a look here.
If you would like to get involved in this project by supporting the Task Group, please contact ulrike.bollmann@dguv.de.

After the success of the first event, the European Federation of Education Employers (EFEE) and the European Trade Union Committee for Education (ETUCE) are pleased to announce a second interactive online workshop hosted by the Irish partners within the framework of the “OSH4Edu – European Sectoral Social Partners in Education Enhancing Risk Assessment in Education Institutions Project”, which will take place on Tuesday 27 January 2021.
OiRA – Online interactive Risk Assessment – is a web platform that enables the creation of sectoral risk assessment tools in any language in an easy and standardised way. It is developed and maintained by EU-OSHA and it is based on the Dutch risk assessment instrument RI&E.
OiRA is an online platform that consists of the OiRA tool generator (where developers can create sectoral tools) and OiRA sectoral tools, which are accessible through an interactive website. Sectoral partners at EU or national level and EU or national authorities (the developers of the tools) can use the OiRA tool generator to create risk assessment tools for different sectors, for example the hairdressing sector. These tools — OiRA sectoral tools — are then made available for MSEs to use to carry out risk assessments.

During 2012–2018, an estimated 3.2 million nonfatal injuries to young workers were treated in hospital emergency departments, with the highest rates among workers aged 18–19 years. Data from 2018 indicate that the leisure and hospitality industry contributed the highest percentage of injuries to workers aged 15–17 years requiring at least 1 day away from work.
A comprehensive, public health strategy for protecting young workers requires designing and maintaining safer worksites, legislation and enforcement, and education and training.
The Centers for Disease Control and Prevention (CDC) published this new report that can be accessed here.

In 12 chapters, international experts from different backgrounds put a focus on the use of a social-constructive and a context sensitive approach to competence in occupational safety and health and try to show how to form a theoretical basis for putting into place the necessary learning processes for cultural transformation in companies and educational institutions.
As Frank Guldenmund of the Technical University Delft (NL) states in his foreword, "Culture is about shared understanding, about shared meanings […] [but is] not arbitrary. This is the dynamic part of culture […] [and] culture is embedded in a larger culture. […] The book that lies before you is about cultures of prevention and about the competences required to achieve this."
Ulrike Bollmann: "This book brings different perspectives to bear on the question of which competences are needed for the transformation of work in the face of globalization, digitalization, and migration."

CodeX offers one-to-one coding lessons with a trained tutor, where students can learn Python, one of the world’s most widely used programming languages. The aim is to improve the employability of young people by teaching them to code. In particular, CodeX aims to create inclusive courses that are suitable for both people with and without ASC (Autistic Spectrum Condition).
There are three types of courses: the "ASC Course" - a 6-week, 6-hour long course that gives students with ASC the opportunity to engage in a coding experience that is tailored to their needs through the course's delivery and format. The second, "Non-ASC Course", is offered in schools, for a larger cohort of students (without ASC). These courses will also follow the 6-week, 6-lesson package format. And, finally, CodeX offers an "Employability Session", a 1-hour session run by one of the sponsors, where they give an insight into the tech industry and how programming can be applied within the working world.
All courses are inclusive and accessible, and they offer price flexibility where possible, so that gender, race, economics and neurodiversity are not barriers to success, as CodeX believes that everyone should have equal employment opportunities, and are committed to tackling the employment gap for people with autism.

Young people (those aged 15-24) who are employed also face a greater risk than older workers of losing their jobs because of automation, and those with vocational training are particularly vulnerable, the report shows.
“This reflects how the occupation-specific skills imparted by vocational training tend to become obsolete faster… than general education skills,” the report says. It calls for vocational training programmes to be revised and modernized so that they meet the changing demands of the digital economy.
There are currently around 1.3 billion young people globally, of whom 267 million are classified as NEET. Two-thirds, or 181 million, of NEETs are young women.
“Too many young people around the world are becoming detached from education and the labour market, which can damage their long-term prospects, as well as ultimately undermine the social and economic development of their countries,” said Sangheon Lee, Director of the Employment Policy Department of the ILO. “But the reasons why they become NEET vary enormously. The challenge will be to balance the flexible approach needed to reach these young people with the strong policies and actions necessary to make an impact. A ‘one-size-fits-all’ approach won’t work.”
The ILO report is available for download now.

The inclusion of OSH training into VT training programmes is commonplace. All the actors involved in training and work agree that it is in training processes where we should acquire knowledge, develop skills and internalize risk identification and prevention behaviours at work.
For participants in training processes, in particular young people, to effectively adopt safe and healthy work behaviours, they must understand and value their importance, associate them and apply them in the different processes and moments of their work practice, know their rights and duties in this field and, most of all, identify and act to prevent the specific risks to which they are exposed to by developing OSH skills.
The objective of this booklet is to offer some practical guidelines to teachers to make their work in the field of OSH easier.
The guidelines and suggestions that are here systematized aim at mainstreaming the prevention of risks at work, the protection and the promotion of health into the forestry and wood production sector, while also taking into account the particular features of the target audience: young people who are participating in educational processes.
These guidelines include: Identification of skills to be developed by participants, Methodological suggestions for mainstreaming, Analysis of work processes by identifying risks, common errors and systematizing good practices, Examples of learning activities linked to different risks and a repository of resources to support training processes.
The guide can be downloaded on the ILO website.

The products that have been developed are available on the ERGOHAIR website, as well as on the website www.ergoforhairdressers.com, which has been developed to focus on younger people.
Both websites provide lots of products and resources, such as an online questionnaire, medical reference documents, a collection of good practice examples on ergonomics for hairdressers, ergonomic tips for employees and for employers, ergonomic tips for training and education, ergonomic tips for suppliers and other ergonomic tips.
The ergoHAIR project will be referenced by the European Agency for Safety and Health at Work (EU-OSHA) in the new biannual campaign (2020-2022) concerning "Musculoskeletal conditions".

In this framework, ILO/Cinterfor (Inter-American Centre for Knowledge Development in Vocational Training) is responsible for implementing the Project component related to OSH in vocational training in Uruguay and as a learning outcome of the implementation of the Project in the country, this guide was defined with the purpose of being a valuable tool for the entire region. Based on an applied experience, the impact of the Project is regionalized through a tool that is available to other countries.
The purpose of this Guide is that the different actors involved in training processes (curriculum designers, leaders at educational centres, teachers or facilitators, in-company tutors, etc.) can find tools and practical suggestions that may enable the application of OSH principles and practices at all times. The guidelines and suggestions that are here systematized aim at approaching the prevention of risks at work, the protection and the promotion of health in different areas in a cross-cutting manner, while also taking into account the particular features of the target audience: young people who are participating in educational processes of different kinds.
The guide can be downloaded from the "Skills for Employment" website of ILO.

Changes in the labor marked globally and in the Nordic countries involve new forms of work and atypical employment among young workers. A significant proportion of young workers are in temporary positions, working irregular working hours, and part-time work. The fourteen portraits of young people working in new and atypical forms of work in the Nordic countries in this report show that most of these young people have several jobs or incomes at the same time or a number of different jobs/incomes for short periods.
They are working at online platforms as e-sport gamers, YouTuber or Influencers, an thus move into the borderland of the meanings we usually ascribe to the categories ‘work’ and ‘working environment’. These developments also apply to traditional professions, such as carpentry work or service work, but the new aspect is that the work is mediated through online platforms, which seems to affect the working environment for those young workers. It is important to know more about new employment forms if we are to improve working environment among these young workers.
The project group consisted of participants from four Nordic countries - Denmark, Sweden, Norway and Iceland. Project leader was Johnny Dyreborg, Ph.D. of the National Research Centre for the Working Environment, Denmark.
The report can be downlaoded as PDF or ePUB file or read online here.

The conversation starters cover different scenarios, including tackling MSDs in a range of different jobs; telling an employer about a diagnosis of a musculoskeletal disease; speaking to a worker who may be suffering from back pain and tackling MSDs in a workplace where tasks are highly differentiated by gender.
Good communication between workers and managers about MSDs is essential to preventing and managing them properly. This practical resource makes clear the benefits of having honest and constructive conversations as soon as a problem arises.
In addition, EU-OSHA started promoting the topic MSD and the publication on social media, such as Facebook.
You can download the brochure (in English) on the EU-OSHA website. More information on MSDs are available here, including the interesting guide “Healthy workers, thriving companies - a practical guide to wellbeing at work”, that ca be downloaded as well.

The AfriSAFE project also involves yearly publication of the African Health and Safety Report and Directory of all Safety Professionals in Africa with areas of specialty for easy reference and networking.

In March 2019, Prevention Science, the Official Journal of the Society for Prevention Research, published a multilevel evaluation of the Talking Safety Curriculum for Middle Schools and High Schools by Rebecca J. Guerin (author), Andrea H. Okun, John P. Barile, James G. Emshoff, Michelle D. Ediger and Devin S. Baker.
This study evaluates the effectiveness of a foundational curriculum from the National Institute for Occupational Safety and Health (NIOSH), Talking Safety, to change adolescents’ workplace safety and health knowledge, attitude, subjective norm, self-efficacy, and behavioral intention to engage in workplace safety actions. The study also examines the impact of teacher fidelity of curriculum implementation on student outcomes. A multilevel evaluation, based on a modified theory of planned behavior, was conducted in 2016 with 1748 eighth-graders in Miami-Dade, Florida.

From left to right: Dr. Thomas Fuller, Steve Thygerson
(moderator), and Lester Claravall.
Through collaborations with Dr. Ulrike Bollmann (ENETOSH), Dr. Thomas Fuller (Illinois State University), and Lester Claravall (Oklahoma Department of Labor), an abstract was put together discussing the ENETOSH ‘mainstreaming OSH into education’ concept. From the hundreds of abstracts submitted to the AIHA, “Global Occupational Safety and Health Education and Mainstreaming Collaborations” was one of the abstracts accepted. Fuller and Claravall co-presented this topic during the AIHce EXP 2019 in Minneapolis, Minnesota. The presentation identified OSH curricula for various educational levels, described the global need for expanded OSH education to build OSH professional competence, and identified new areas where OSH curricula might be applied in their organizations. In addition, Fuller discussed the ENETOSH / IOHA collaborations taking place between the two international organizations.

Fuller and Claravall fielded great questions from an international crowd of about 50 participants. At the conclusion of the session, many of the participants complimented how they liked the presentation because it introduced them to new insights they didn’t think about previously. The IH/OH professionals also had the opportunity to see firsthand how the ENETOSH model is currently being practiced in Oklahoma via curriculum policy and via the nation’s first ‘mainstreaming OSH into education” law (Senate Bill 262) passed in Oklahoma.

How will higher education institutions have to position in order to prepare future graduates for the changing society and future work place? The Future Skill Report is based on a number of prior research studies on future skills – future learning and future higher education. It presents validated concept and elaborates a model of future skills, data on future learning and consolidated scenarios for future higher education.
The results presented from this Delphi survey are taking a broader view and go beyond digital skill demands. The approach elaborates on an experts’ informed vision of future higher education (HE), taking into account the demand for future skills, outlines the four signposts of change which will shape the learning revolution in higher education and presents a first model of future skills for future graduates.
This Delphi Survey is part of the Research Initiative on “Future Skills – Future Learning and Future Higher Education”, which started in 2015. It includes research on learning and change on organizations pathways to the future, their conceptions of the future workplace and the definitions of futures skills and involves data- and methodological triangulation in three separate modules building on each other.

This new TAC consists of experts in OSH training from Africa and Europe and is supposed to leverage OSHAfrica's training programs to the desired level. At the beginning of 2019, a concept note for the three OSH Certification courses that were approved by the Board was finalized. The new Training Advisory Council will take over from the approved concept note and facilitate the development and implementation of these courses.
Prof Amani Waheed from Suez Canal University in Egypt will head this council and she will be assisted by Mr Joseph David Magee from the UK. Furthermore, the council consists of the following experts: Khayongo Barbra from Uganda, Prof Ntakirutimana Theoneste from Rwanda, Dr P Chitagu from Zimbabwe, Dr Aiweresia Vera Ngowi from Tanzania, Dapo Omolade from Nigeria, and Dr Ulrike Bollmann from Germany.

This initiative provides a framework for participating universities to share their interests with partner organisations and institutions - for example, ENETOSH - in creating a new culture linking health and education. This initiative’s connections to UN agencies - both UNESCO and WHO - and its deep roots in existing international networks positions it as a strategic resource for knowledge production, knowledge transfer and capacity building at a global level.
The initiative will make a contribution to policy and practice by developing international research projects, translating research evidence, strengthening capacitybuilding and - within both institutions and networks - offering support to policymakers and practitioners at a global level. In particular, the goal of this network is to promote research and training while contributing to building, interpreting and disseminating a knowledge base in the field of health education and health promotion in schools.
As this new network is a unique opportunity for ENETOSH to disseminate the concept of ‘good healthy schools’ by sharing experiences and learning from other initiatives around the world linking health and education in school safety and health promotion, ENETOSH will be part of the UNESCO Chair Global Health & Education initiative.

This publication is based on the General Principles of Prevention and aims to contribute to the promotion of a safety culture on workplaces, resulting from the need to reinforce OSH Education through collaboration and shared experiences, providing support for the teachers, and raising students' awareness about Safety and Health issues.
The contents presented in this document express the teamwork developed by a consortium of seven partners from 5 European countries (Czech Republic, Netherlands, Portugal, Romania and Spain) and is an output of the project “Mind Safety – Safety Matters!”
The project “Mind Safety-Safety Matters!” – funded by the Erasmus+ Programme – it is geared to in- service teachers and students ages 14 to 18 (lower/upper secondary levels). This option is supported by the fact that these students belong to an age-group which is concluding their learning cycles in general or vocational education, and are eventually about to enter the labour market.
The publication can be found here (in Spanish, link to the ACT website) and here (in English).

Once more, Diana Policarpo presented the Mind Safety - Safety Matters! project, coordinated by the Authority for Working Conditions (ACT), Portugal, at the INTERNATIONAL OCCUPATIONAL HEALTH AND SAFETY CONGRESS (IOHSC2017), invited by the Istanbul Metropolitan Municipality Occupational Health and Safety Department, 6 – 7 December 2017” in Istanbul, Turkey.
This communication focuses on MS-SM project which integrates strategic partnerships to establish a collaborative and networked practice to study and propose innovative practices and materials for the teaching of occupational health and safety concepts, thus fostering a risk perception in the young people of school age and contributing to the creation of a safety culture.
The absence of workplace accidents occurs in companies where safety is a core nuclear value, meaning a value that translates into consistency between decisions, policies, resource distribution and organizational practices, where productivity never threatens safety. Therefore, with this project we intend to awaken our conscience and set out a path for the implementation of a safety culture that is expected, in the medium and long term, to be reflected in the reduction of occupational accidents and diseases in Europe and particularly in Portugal.
In conclusion, this conference provided the participants with a successful exchange of experiences and good practices in various contexts, whether professional or scholar.

The interview was published in the Safety Management Magazine.

At the conference, organized by the State Labour Inspectorate of Republic of Latvia in cooperation with the International Association of Labour Inspection (IALI), and the EU-OSHA, the participants analyzed key factors of an adequate approach to prevention in OSH. Apart from this the conference provided the participants with a successful exchange of experiences and good practices in the school context. A highlight – as usual – was the visit of Napo at this conference.

Especially in the context of the 2017 campaign’s objectives of “Promoting sustainable work and healthy ageing from the start of the working life” and “Encouraging the exchange of information and good practice aimed to preventing health problems throughout the working life”, the EU social partners in education: ETUCE-the European Trade Union Committee for Education and EFEE-the European Federation of Education Employers, have recently signed the OiRA memorandum of understanding (MoU) with EU-OSHA for the development, use and maintenance of an OiRA tool with the EU social partners in education.
This MoU for the OiRA project stems from the EU-funded project “Social Partners Promoting Decent Workplaces in the Education Sector for a Healthier Working Life” run jointly by ETUCE and EFEE. The project resulted in a set of practical guidelines on How to Promote Joint Social Partner Initiatives at European, Regional and Local Level to Prevent and Combat Psychosocial Hazards in Education.
The education sector is characterised by a number of risk factors, especially psychosocial risks, which include stress, harassment and violence. The OiRA tool will be based on inputs from the social partners (ETUCE/EFEE) built on the concept of the promotion of decent workplaces in the education sector. ETUCE welcomes this new partnership and it is looking forward to a fruitful cooperation.
Please find more information on the website of OiRA - Online Interactive Risk Assessment.
There is a call for expressions of interest for an expert, advertised now at the EU-OSHA website.

This time the focus is on Occupational Skin Diseases (OSD). In many professions, like hairdressers, nurses, in the construction industry, in laboratories or the high-tech business, the protection of the biggest organ of your body - the skin - is essential.
And often not self-evident. This means that the awareness of the risks and the knowledge about effective ways of protection is of very high importance. At work, as well as during education in pre-schools and schools, vocational schools and universities, awareness and knowledge of OSD can and should be included into everyday life, into lessons, lectures, education and training.

In advance State Secretary for Labour Branislav Ondruš, Maria-Teresa Moitinho from the European Commission, Jozef Kollár and Silvia Surová representing the Social partners and last but not least Dr Christa Sedlatschek, Director of EU-OSHA, underlined the importance of innovative approaches in OSH to keep pace with the technological and social change in our societies.
The increasing importance of education and training to cope with these challenges was reflected on at school level, in businesses, for OSH experts and the labour inspection. The panels were enriched by interactive workshops.
During the conclusions of the conference especially the people-centered approach was highlighted as the future of a better preventive culture.
Stefan Olsson, Director for Employment of DG EMPL, identified the common learning process as the highlight of this conference in Bratislava.

Proteger 2016 took place in the Estoril Congress Center 18. – 20. October, and the organizer was The Portuguese Safety and Health Association, APSEI.
The purpose for ENETOSH participation was to emphasise the importance of international cooperation and knowledge-sharing on issues concerning education and training in occupational safety and health. The Good Practise Examples GPE´s) were enhanced as examples on knowledge sharing. The ENETOSH Standard of Competence for Instructors and Trainers in Safety and Health was highlighted as well.
The subsequent discussion showed general concensus: Networking and international cooperation are important issues. And when it comes to mainstreaming OSH into education and training, ENETOSH is the appropriate choice for networking. As regards to teaching and didactics you do not need to reinvent the wheel, you can get ideas and inspiration from other countries, the cultural diversity taken into consideration.

MOSHA (Macedonian Occupational Safety And Health Association), a member of the ENETOSH network, is the leading institution, in partnership with the Serbian, Kosovar, Albanian and Montenegrin OSH associations, in associate partnership with the IOSH, Croatian OSH institute, Slovenian association of safety engineers and Bulgarian OSH foundation.

In April 2016, EU-OSHA, together with the European Commission and the Netherlands’ EU Council Presidency, launched its 2016-17 campaign, Healthy Workplaces for All Ages. This new campaign focuses on sustainable work and healthy ageing from the beginning of working life and highlights the importance of risk prevention throughout a person’s career. Based on the European Parliament project ‘Safer and healthier work at any age’ conducted by EU-OSHA, the campaign highlights the benefits of good occupational safety and health for workers, companies and society as a whole.
ENETOSH will especially promote the life-course approach of the campaign. By doing this, the network will stress the importance of learning and re-learning within an ageing society. In addition the network will raise the question about the different prerequisites for a good learning and working environment at different ages.

The report found that the safety advice currently available ‘assumes’ that apprentices are 24 or under, male, and working in a manual trade. However, recent evidence shows that the typical apprentice is 25 or older, female, and in the service sector. This can lead to a ‘dearth’ of adequate safety advice for apprentices in the UK.
In fact, according to its findings, almost three quarters (73%) of all apprentices starting in 2014/15 were in three sectors: business, administration and law (29%); health, public services and care (26%); and retail and commercial enterprise (18%). A total of 53% of these apprenticeships starts were by women (264,800) and 47% by men (235,100), said the report.
More apprentices also have disabilities today. In the year analysed, 2014/15, 44,000 (9%) of apprenticeship starters had learning difficulties and/or disabilities. The number was 26,000 in 2009/10 and has risen in four of the past five years.
Now RosPA is starting work to address issues identified in the report and to extend and enhance the available information on apprentices. Through NOSHC it aims to engage with the GB health and safety community to identify further good practice and disseminate through the RoSPA Young Worker’s Website.

For this reason, ABClean distinguishes between two types of workers when it comes to asbestos. The first group consists of workers in companies that are specialized in asbestos removal, who receive the appropriate training to perform this task and the second group consists of workers in other professions who are not specialized in asbestos removal, but who may encounter asbestos containing products in the course of e.g. maintenance, demolition or renovation. While some Member States have legislation in place to train this second group of workers on asbestos awareness, other Member States do not. In order to help address this discrepancy, the e-learning course is being offered together with training providers and institutes for occupational medicine.
The ABClean e-learning course is available in Polish, Lithuanian, Spanish and English. For more information see project website and project newsletter. For information on how to sign up for the course please contact Stephen Schindler (sschindler@efbh.be).

Around the world, millions of children need to work for their survival. Besides the fact that this is unacceptable, this work often is dangerous and unhealthy, too. The International Programme on the Elimination of Child Labour (IPEC) of the International Labour Organization (ILO) was created in 1992 with the overall goal of the progressive elimination of child labour, which was to be achieved through strengthening the capacity of countries to deal with the problem and promoting a worldwide movement to combat child labour. IPEC currently has operations in 88 countries and is the biggest single operational programme of the ILO.
All information and facts on the programme and on child labourn are available on the IPEC website.

The Oklahoma Department of Labor and the Oklahoma State Department of Education will now be working together to educate students in grades 7 thru 12 about workplace safety. Both departments will be providing curriculum, produced by the National Institute for Occupational Safety and Health (NIOSH) entitled NIOSH Youth@Work: Talking Safety. NIOSH is a federal agency responsible for conducting research and making recommendations for the prevention of work-related injuries and illness.
“Many teens will be entering their first jobs this summer in restaurants, grocery stores, and offices,” continued Claravall. “But what most don’t know is that these young workers are twice as likely as their adult counterparts to get hurt on the job.” According to federal studies, an average of 200,000 teens under 18 are injured at work with 70 cases ending up being fatal. The studies indicate that a lot of the teen worker injuries will happen within the first few months of their employment due to a lack of safety training provided.
“These high number of injuries are now going to change, thanks to SB 262. We especially appreciate the wisdom and leadership of Senators Susan Paddack and Anastasia Pittman, Representative Todd Thomsen, and Latta High School teacher Stacy Oakley,” he concluded.
Claravall said that protecting the youngest workforce begins in the classroom. Teaching teens how to recognize and identify hazards will lead to injury prevention and safer working environments. Developing safer workers at an early age leads to economic development in the long run.

Steve Horvath from the Canadian Centre for Occupational Health and Safety writes in his blog article about the Youth Congress: "One of the most meaningful events organized at the triennial World Congress on Health and Safety was the establishment of the first International Youth Congress. It was my honour to be involved with such a valuable initiative and to have the opportunity to introduce these young participants to the World Congress at the symposium I co-chaired and helped organize."
For more information, pictures and videos of the Youth Congress, please go to the Blog of Steve Horwath at CCOHS, the website of DGUV "Jugend will sich erleben (Youth wants self-experience)" - mostly in German - and the documentation of the World Congress (about the symposium "Creating a safe and healthy learning and working environment" and the “Forum for prevention”).

The symposium was about the role of education for the development of a culture of prevention. To establish an effective culture of prevention all areas must be involved, not only the world of work but also the educational system and society as a whole. How can we can join all forces, that was the subject of the symposium.
Divided into three working groups the audience set out into searching solutions.

To learn more about the symposium please have a look into the video clip "Prevention awareness from an early age” at the video portal within the documentation of the XX World Congress.

Kuzbass interdisciplinary Centre for Occupational Safety (Kutbasscot) released a new video presentation on worker accident prevention, "A tailored approach to OSH training based on interactive training complex".
According to statistics competence of workers is the most important factor to prevent occupational accidents. The lack of protective equipment and the usage of unsafe tools can be left in the background. The competence in occupational safety is the workers' ability to work independently, observing the occupational safety requirements. This ability is based on personality traits, knowledge, skills, habits of work and the experience in occupational safety.
Kuzbasscot developed new methods of workers' training, making use of video, 3d models and interactive multimedia during the occupational safety trainings. The aim of the approach is to shape the habit of safe work, to inspire the workers and to build their confidence that their personal competence will increase their safety.
This video shows the basic approach, as well as examples of the interactive training.

About 3000 participants from all fields of OSH will meet to share knowledge and cases to prevent occupational accidents and diseases, as well as to build mutual networks among safety and health experts around the world and strengthen cooperations and networking. OSH experts can participate as well as representatives from the education sector, like instructors, trainers, teachers, lecturers and university professors. Workers and their representatives, employers and their organizations, public and non-public organizations, manufacturers and importers of safety products, experts in communication and public relations, media representatives and journalists are all important as well, for widespread networking and to reach higher standards in the field of occupational safety and health all over the world. ENETOSH is invited to join the congress.
A call for papers is available on the conference website. The abstract submission ends by August 31, 2014.

The campaign focuses on stress and psychosocial risks. Tackling stress and psychosocial risks creates a healthy working environment, improves worker well-being and business performance. The European Road Safety Charter is an invitation by the European Commission to take concrete actions, assess results and further heighten awareness about the need to reduce road accident fatalities. It offers European recognition to the associations that have signed up, and also makes the road safety actions they wish to carry out more visible on a European level.
The ERSC especially encourages members to develop initiatives targeting young people. Youth constitutes a key priority in the years to come, because road traffic injuries are the leading cause of death among people under 24 years old. Initiatives are supposed to address different target groups, such as children from 0 - 11 years, Pre-Teens from 12 - 14, Adolescents from 15 - 17, or young adults. Age groups that have the highest percentage of pedestrian fatalities are children younger than 10 years (and adults aged 65 years or older).
„Together, we are Road Safety!“ longs to address these target groups with accurate education and training to help reducing the number of accidents and fatalities on the road.
For examples of good practice dealing with road safety, please have a look at our "Hot Topic" (see main menu).

After its launch in 2006, the web platform www.enetosh.net immediately showed a very good acceptance. In 2008, the click rates had increased to a peak level and, during the following years, the number of clicks stabilized on a constant level (roundabout 26000 unique visitors per year) - enetosh.net had become a working platform. Taking a look at the numbers of 2013 and the current year 2014, we can see strongly increasing numbers again: From January to April 2014, an average of 30% more unique visitors than in the "peak year" 2008 visited the platform. The number of total visits (which indicates, that people do not only access the platform once, but several times per month) shows increasing rates of nearly 60%, comparing the first three months of 2014 to those of the year 2008.
All these numbers show, that the ENETOSH network and its web platform is well-known and acknowledged among experts in education and training on occupational safety and health all over the world.
More information, e.g. about the ENETOSH Ambassadors, the "Whole School Approach" working group or detailed web statistics, can be found in the multiple areas of this web platform.

The basic task of safety and health education is the prevention of accidents. This can be done by raising awareness for physical and psychosocial risks and hazards, teaching workers about safety signs, safe and healthy behavior or protective equipment, and more.
Not only in the construction industry, but in many other occupational fields as well, accident prevention is essential. The ideal target is, of course, “Vision Zero” – no severe accidents at work and at home any more.

The European Voices for Active Ageing (EVAA) project was envisioned to foster a sense of community and promote pan-European thinking about active ageing. A series of six participatory dialogues was held by and for older adults. In cooperation with its EVAA partners, the European Voices for Active Ageing project created a forum for intercultural and participatory dialogues for these adults aged 50+ to 95. The dialogues fostered a new culture of conversation and empowered the participants to discover their creative and innovative spirit. This approach and dialogue format enabled individuals to exchange their views and discover new approaches to addressing the key issues of active ageing.
A central element of the European Voices for Active Ageing project concept was to actively involve older adults in both the conceptual development and hosting of the Thematic Cafés. By involving older adults in the planning process in this way, opportunities for both personal leadership development and life-long learning were created.

The aim was to find out how the provision of OSH training is organised for companies - except initial training. The objective was to identify the actors providing ongoing (re-) training and particularly mechanisms guaranteeing quality standards and compliance of educational content with regulatory requirements. This research shows that vocational training in occupational safety and health is organised differently according to the countries. In Denmark, it is not part of the missions of the accident insurance institutions and it is outsourced to external private providers. In Italy and in the United Kingdom, it is decentralised. In Germany, it is institutional because it is a legal obligation of the accident insurance institutions. Even if OSH training is organised differently according to the countries, all of them have one element in common: the determination to better control and structure training in order to ensure its quality.

In addition to accreditation for a whole institution, such as regional accreditation, accreditation for a specific degree program or department, often called programmatic accreditation, is particularly important for certain fields of study (such as Occupational Safety and/or Health), and some schools may lack programmatic accreditation for these fields even if the school as a whole is accredited.
Many governmental agencies, such as many US Embassies throughout the world, public high schools, and libraries, have already referenced the resource as a go-to site for people looking to further their education.

We have a new Hot Topic on this web platform, which is a collection of good practice examples dealing with a certain topic - in this case: "Teacher Training". For the health and safety of our children, the training of teachers is of essential importance. Education at school has lots of boundary points with issues of safety and health: healthy food, environment protection and physical education as well as road safety, safety at school and at work, and, last but not least, violence prevention.
The projects listed in this Hot Topic are of different kinds: courses, training materials, campaigns - in the scope of the university studies of teachers as well as in the scope of their work at school or as independent learning resources such as e-learning platforms. To have a look at this collection (and maybe on the other 11 Hot Topics), please click "Hot Topics" in the main menu on the left side of this page.

for the Health and Safety Executive and the Royal Institute of British Architects. In January 2010, the HSE and RIBA commissioned a team from the University of Sheffield to undertake a research project into the teaching of health and safety in undergraduate schools of Architecture in the UK. The need for the research was recognized by previous studies into ‘identification and management of risk in undergraduate construction courses’ [2001 and 2004] which highlighted the need for schools of architecture to have a more consistent and integrated approach to the teaching of health and safety. More recently in 2009, a project looking at ‘Integrating risk concepts into undergraduate engineering courses’ provided a precedent for individual higher education courses to embed health and safety into their core activities in innovative ways. In ‘One Death is too Many’ [2009] one of the key recommendations is a review of health and safety teaching in construction industry courses at Higher Education, suggesting that graduates do not have the knowledge of health and safety issues to play their role in reducing construction deaths. It is on this foundation that the Healthy Design, Creative Safety work is built.

It is the intention to improve the safety on construction sites and to simplify procedures with regard to subcontracting and mobility of workers. Essentially performing a dual function, the code of practice not only promotes the free movement of workers within the Internal Market, but also guarantees a higher level of safety awareness to EU construction workers. This code of practice is a voluntary commitment of the construction sector to solve the problem of unacceptable accident rates so as to avoid legislation.
The code of practice aims to raise the standard of safety awareness in the Construction Industry, ensure that site personnel undergo basic OHS awareness training with the view to improve prevention of accidents and avoidance of health hazards and to provide all participants with a certificate which indicate that the holder has attended a basic course in health and safety.
The benefits to employers are: an improved safety culture and employee morale, a reduction in accidents and lost time due to accidents and an identification of personal with basic OHS training. The benefits to employees are: an improved safety and health awareness, recognition of OHS training, personal development and improved employment prospects.

The Ministries of Labour and Education now organised a day for “Thinking about Decent Work in Schools”. More than 600 students from 15 secondary schools in the suburbs of Buenos Aires took part in the initiative, along with teachers, headmasters and teams from both ministries.
The premise was simple: participants had to think about the link between school and work and, more precisely, between school and the work that students want to do. The top national authorities for education and labour were there to listen to their ideas.
Furthermore, the project ‘Building a Future with Decent Work’, referred to by Labour Minister Tomada, was launched in 2004 by the national Ministries of Labour and Education and the ILO Country Office for Argentina. The achievements of this project include training 1000 teachers on the course ‘Explora Trabajo Decente’ (Explore Decent Work); offering all middle-school social sciences teachers in Argentina the opportunity to participate in the project Trabajarte, run by 21 teacher training centres; incorporating the Fundamental Principles and Rights at Work and the concept of Decent Work into the middle-school curriculum through a Resolution of the Federal Education Council; running a regional experience-sharing workshop, where the leaders and promoters of the project in the region countries – Argentina, Brazil, Chile, Paraguay and Uruguay – discussed the direction that the programme had taken in each country.

Representatives of health and safety institutions of these countries (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Macedonia, Moldova, Romania, Slovenia, Turkey, Serbia, Montenegro) are invited to get more information about the network, co-operation and partnership. The aim is to expand the ENETOSH network and to win new partners from these regions.
On the 16th of April, the 13th ENETOSH network meeting will take place at Zagreb, too. In the scope of this meeting, the ENETOSH Steering Committee will come together for the first time. An official proclamation of the ENETOSH Ambassadors and the members of the Steering Committee will be carried out a at the end of the SEE kickoff meeting at the Europe House, Zagreb.

With demographic change - recently defined as one of the four key challenges for European regions by the EC - and the current economic crisis looming, the cities and regions of the BSR have to find creative ways of disclosing and utilizing unused opportunities.
One of these hidden potentials are people in the prime of their lives – the so called “Best Agers” (defined in the project as people aged 55 and older).
As previous projects have shown, the population of the Baltic Sea Region will rapidly become older and the 55+ age groups will experience large growth rates in the near future. The result will be a pool of older professionals who are healthier than ever, well-educated and motivated and who can be mobilised to counteract the negative effects of demographic change –shrinking regional workforces and the socalled "brain drain". The project will survey successful approaches and goodpractice examples, develop them further and transfer them to the partner regions with low-key Best Ager involvement.
Part of the project are also conferences and events, press releases, a website and a Facebook page, a Webinar-sequence for business planning and a newsletter. A special Mentor Programme in Denmark has already educated more that 80 mentors for young employees.

This serious risk for worker's health is closely linked to construction safety. Although materials containing asbestos are out of use in the construction sector, workers have to deal with this very dangerous substance in demolition works or reconstruction projects. Another risk is the long-term problem because of the causation of serious the illnesses even many years after contamination.
In our collection of good practice examples, we have a number of projects dealing with this problem. The new Hot Topic shows a list of these examples. Please choose "Hot Topics" in the main menu on the left to access this new one, as well as our other Hot Topics.

These three approaches will be outlined by different speeches. In addition a market place with projects and good practice examples of how to improve the comparability and the acknowledgement of qualifications in Europe in different sectors will be carried out. A round table discussion will complete the workshop. Simultaneous translation will be provided in English and German.

Prof. Peter Smith from Goldsmith, University of London explained what is exactly meant by violence, bullying and cyberbullying in schools. Focus was placed on the “Multi-sectoral Guidelines to Tackle Third-party Violence and Harassment Related to Work” adopted in July 2010 due to the fact that the risk of experiencing both violence and harassment is greatest in the education and health sectors (EWCS 2005, Chapter 4). Penny Clark, Head of EU policy of the European Federation for Public Service Unions (EPSU) talked about the special conditions under which violence and harassment occur in the public sector. When it comes to integrating OSH into university education, there are a number of particular challenges.
There is often a lack of teaching staff who have expertise in OSH, and a lack of OSH teaching materials suitable for university level. There can be a lack of funds for developing OSH education at universities, compared with schools. And university courses can favour theoretical learning methods over practical, active ones.
This report looks at the challenges of ‘mainstreaming’ or integrating OSH into university courses, as well as providing examples of imaginative ways in which these challenges can be overcome. And it shows that there are examples from around Europe of OSH successfully being made a part of university education.
On the website, the full report can be downloaded (in English).
A fact sheet is available in 22 different languages.

After the first horror-struck reaction and speechlessness constantly the question of how to prevent school violence is raised in press and politics. The brochure was developed in order to facilitate the overview on a great number of programmes for the persons responsible, the schools and interested parties. It systematically lists a large part of German-speaking programmes. The brochure can be downloaded in PDF format from the IAG website.

Health is rarely a top priority for young people. And yet some health problems - related to obesity, alcohol, tobacco and drugs - often start at an early age. So it is important to address young people in an appropriate way. This new initiative offers a website in 22 languages to raise awareness for safety and health - with a competiton and a youth health blog to share experiences and opinions on health matters such as school sports, sex and nutritional education and local health issues. The EU is trying to address these different issues and encourage young people to become active partners in promoting their health.
