Standardisation of Education and Training in Safety and Health

Making topics like standardisation and certification “digestible”, was the wish of Kristiina Volmari from the University of Applied Sciences Hämeelinna, Finnland in her keynote speech. The opening speeches by Antonio Cammarota (European Commission) and Sarah Copsey (European Agency for Safety and Health at Work) already helped to fulfil this wish.

More than 80 participants from 19 countries were personally led through the event by Mr. Standard and Mrs. Certification. The participants´ expectations were being “mirrored” and the results from a total of seven workshops were professionally set in scene by "theatre interactive", a German theatre group.



The first day dealt with standardisation and certification. A second keynote, given by Ulrike Bollmann (BGAG) laid the ground for workshop 1, dealing with standards:
  • Ian Ward – report on the process of standards setting in the UK (ENTO)
  • Christoph Anderka – report on the outcome of a Leonardo da Vinci project initiating the implementation of standards in initial vocational training (University of Kassel)
  • Lutz Goertz - report on embedded standards as a presupposition for transnational training in the IT sector (MMB-Institute).
In workshop 2, an animated debate on the pros and cons of certification in the field of education and training took place. The presenters were
  • Paul Swuste – who stressed the advantages and disadvantages of certification of trainers in OSH (TU Delft)
  • Witold Gacek – who presented the certification of personnel in OSH in Poland (CIOP)
  • Michael Steig – who elaborated a model of trainer certification as a part of the quality management of advanced training organisations in Germany (DVWO)

On the second day, David Gold from the ILO opened with a brilliant presentation of the SOLVE programme designed by the ILO, a politically based strategic training programme to cope with psychosocial problems at work worldwide. The workshops that followed dealt with standards of competence for lecturers and trainers (Anna Koch, Technical University Dresden; Sabine Ulbricht & Güler Kici, BGAG; Ulrike Craes, BGW) and presented good practice examples, which set for themselves a high quality standard for teaching and training in safety and health in the different phases of life long learning:
  • In school: (Jill Joyce, IOSH; Eva Cardell, Källby Gard Schule; Ulrike Fister, DGUV)
  • During initial vocational training (Enrique Corral Alvarez, Fundacion Laboral para la Construccion; Susanne Ulk, BAR U&F; Klaus Pickert/ Marc Schütte, EISG)
  • At university level (Simo Salminen, FIOH; Nicola Stacey; HSL; Petra Ceglarek, University of Potsdam; Julio Cordero, University of Salamanca)
  • During continuing vocational training (Markku Kämäräinen, FIOH; Fabrrizio Arrigoni, SUVA; Burcu Akca, Turkish Ministry of Labour and Social Security; Frank Wattendorf, University of Hannover)

The workshops were chaired by members of ENETOSH and of the IVSS-network.

Several poster presentations, an exhibition as well as an evening event in historical surroundings rounded the event up successfully.
